Public comment shall conform to the protocol established in City Council Resolution No. 03-37, the highlights of which are listed below:  Any person may request to address the City Council/Successor Agency to the Community Redevelopment Agency/Housing Authority by submitting to the City Clerk a Speakers Request form asking to address the City Council/Successor Agency to the Community Redevelopment Agency/Housing Authority and stating the topic to be addressed.  Speakers Request forms shall be available at the Council Chambers throughout the meeting.

Under the agenda item “Public Comment”, the Mayor/Chair may recognize any person desiring to address the City Council/Successor Agency to the Community Redevelopment Agency/Housing Authority concerning any subsequent item calendared for action or discussion at that meeting or on any matter within the jurisdiction of the City Council/Successor Agency to the Community Redevelopment Agency/Housing Authority.  Public comment may also be given when an item is scheduled for consideration.  Comments on Consent Calendar items should be made during the Public Comment Period.  The Public Comment Period is limited to 30 minutes.  Each speaker shall be limited to three minutes unless, upon motion, such time is extended by the City Council/Successor Agency to the Community Redevelopment Agency/Housing Authority.

Any person given permission to address the City Council/Successor Agency to the Community Redevelopment Agency/Housing Authority shall advance to the rostrum and state his/her name and the subject matter he/she wishes to discuss.  No question shall be asked of a Council Member/Commissioner or a member of the staff, except through the presiding officer.

PUBLIC HEARINGS

Following the staff report, the applicant/appellant will be allowed ten minutes in which to make a presentation.  The public hearing will then be opened.  Testimony by proponents shall be limited to three minutes per speaker and to a total of 15 minutes.  Testimony by opponents shall be limited to three minutes per speaker and to a total of 15 minutes.  The Mayor/Chair may permit a five minute summation by a representative of proponents, followed by a five minute summation by a representative of opponents.  The public hearing will then be closed and no member of the public shall be allowed to speak further without consent of the Mayor/Chair.  Any person desiring to speak to a Public Hearing item shall make his/her presence known to the Mayor/Chair.  Speaker cards are available in the lobby.  Speakers are entitled to submit written or other graphic evidence.  All such evidence presented shall be retained by the City Clerk as part of the Clerk’s record.

1.	Introduction of an Ordinance amending the Glendora Municipal Code Section 19.24.070.8B banners (Zone Amendment: PLN13-0025; Location: City Wide). (CITY ACTION) City Manager to report.

CITY RECOMMENDATION: Open the Public Hearing, accept the evidence and testimony presented, and in the absence of testimony to the contrary, consider the following:  1) Adopt a Negative Declaration pursuant to the California Environmental Quality Act; 2) Waive further reading, read by title only and introduce the first reading of an Ordinance entitled: “AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GLENDORA, CALIFORNIA, AMENDING THE GLENDORA MUNICIPAL CODE TITLE 19, SECTION 24.070 (8B), DELETING EXISTING LANGUAGE AND ADDING NEW LANGUAGE REGULATING TO BANNERS (Zone Amendment PLN13-0025; Location: City Wide);" and 3) Authorize staff to schedule ordinance for second reading.

2.	Consideration of a Resolution approving Tentative Tract Map No. 70622 for a 12-lot single-family residential subdivision at 601 N. Grand Avenue (Project No. PLN 12-0117). (CITY ACTION) Planning to report.

CITY RECOMMENDATION: Open the Public Hearing, accept evidence and testimony presented, and in the absence of substantial evidence to the contrary consider the following: 1) Adopt a Mitigated Negative Declaration; and 2) Waive full reading, read by title only, and adopt a Resolution entitled, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GLENDORA, CALIFORNIA, APPROVING TENTATIVE TRACT MAP NO. 70622 ON CERTAIN PROPERTY LOCATED AT 601 N. GRAND AVENUE (PROJECT NO. PLN12-0117).”

4.	Approval of Demands and Warrants Issued on August 23, 2013 and August 30, 2013. (CITY/AGENCY/AUTHORITY ACTION)

CITY/AGENCY/AUTHORITY RECOMMENDATION: Approve the following demands and warrants as presented:
a) General Warrant Register dated 08/23/2013 in the amount of $207,103.58.
b) Payroll payments for the pay period ended 08/18/2013 in the amount of $613,541.49.
c) CALPERS Retirement for the pay period ended 08/18/2013 in the amount of $152,692.96.
d) General Warrant Register dated 08/30/2013 in the amount of $835,975.66.

5.	Consideration of a Resolution approving a Caltrans Administering Agency-State Program Supplement Agreement No. N008 for the Lone Hill Avenue Bridge Widening Project, Project No. BHLS-5204(018). (CITY ACTION)

CITY RECOMMENDATION: Waive full reading, read by title only and adopt a Resolution entitled, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GLENDORA, CALIFORNIA, APPROVING AND AUTHORIZING THE MAYOR TO EXECUTE THE ADMINISTERING AGENCY-STATE PROGRAM SUPPLEMENT AGREEMENT NO. N008 FOR THE LONE HILL AVENUE BRIDGE WIDENING PROJECT, PROJECT NO. BHLS-5204(018).”

6.	Consideration of updated Administrative Policies. (CITY ACTION)

CITY RECOMMENDATION: Approve revisions to Administrative Policies 1.12 and 1.36.

7.	Consideration of a Resolution Consenting to Participation in the California Home Energy Renovation Opportunity (HERO) Program. (CITY ACTION)

CITY RECOMMENDATION: Adopt a Resolution entitled, “A RESOLUTION  OF THE CITY COUNCIL OF THE CITY OF GLENDORA, CALIFORNIA, CONSENTING TO THE INCLUSION OF PROPERTIES WITHIN THE CITY’S JURISDICTION IN THE CALIFORNIA HERO PROGRAM TO FINANCE DISTRIBUTED GENERATION RENEWABLE ENERGY SOURCES, ENERGY AND WATER EFFICIENCY IMPROVEMENTS AND ELECTRIC VEHICLE CHARGING INFRASTRUCTURE AND APPROVING AN AMENDMENT TO A CERTAIN JOINT POWERS AGREEMENT RELATED THERETO.”
