The public is encouraged to address the City Council/Successor Agency /Housing Authority (HA) on any matter posted on the agenda or on any other matter within its jurisdiction.  If you wish to address the City Council/Successor Agency/Housing Authority you may do so during the PUBLIC COMMENT period noted on the agenda.  Each person is allowed three (3) minutes speaking time.

Public Comments cards are on the counter in the lobby.

Public comment shall conform to the protocol established in City Council Resolution No. 03-37, the highlights of which are listed below:  Any person may request to address the City Council/Successor Agency to the Community Redevelopment Agency/Housing Authority by submitting to the City Clerk a Speakers Request form asking to address the City Council/Successor Agency to the Community Redevelopment Agency/Housing Authority and stating the topic to be addressed.  Speakers Request forms shall be available at the Council Chambers throughout the meeting.

 

Under the agenda item “Public Comment”, the Mayor/Chair may recognize any person desiring to address the City Council/Successor Agency to the Community Redevelopment Agency/Housing Authority concerning any subsequent item calendared for action or discussion at that meeting or on any matter within the jurisdiction of the City Council/Successor Agency to the Community Redevelopment Agency/Housing Authority.  Public comment may also be given when an item is scheduled for consideration.  Comments on Consent Calendar items should be made during the Public Comment Period.  The Public Comment Period is limited to 30 minutes.  Each speaker shall be limited to three minutes unless, upon motion, such time is extended by the City Council/Successor Agency to the Community Redevelopment Agency/Housing Authority.

 

Any person given permission to address the City Council/Successor Agency to the Community Redevelopment Agency/Housing Authority shall advance to the rostrum and state his/her name and the subject matter he/she wishes to discuss.  All remarks shall be addressed to the City Council/Successor Agency to the Community Redevelopment Agency/Housing Authority as a body and not to any member thereof.  No question shall be asked of a Council Member/Commissioner or a member of the staff, except through the presiding officer.

PUBLIC HEARINGS

 

Following the staff report, the applicant/appellant will be allowed ten minutes in which to make a presentation.  The public hearing will then be opened.  Testimony by proponents shall be limited to three minutes per speaker and to a total of 15 minutes.  Testimony by opponents shall be limited to three minutes per speaker and to a total of 15 minutes.  The Mayor/Chair may permit a five minute summation by a representative of proponents, followed by a five minute summation by a representative of opponents.  The public hearing will then be closed and no member of the public shall be allowed to speak further without consent of the Mayor/Chair.  Any person desiring to speak to a Public Hearing item shall make his/her presence known to the Mayor/Chair.  Speaker cards are available in the lobby.  Speakers are entitled to submit written or other graphic evidence.  All such evidence presented shall be retained by the City Clerk as part of the Clerk’s record.

Public Hearing Introducing an Ordinance adopting the 2013 Editions of the California Building Codes. (CITY ACTION)

CITY RECOMMENDATION: Open and conduct public hearing, accept evidence and testimony presented, close public hearing, and in the absence of evidence or testimony to the contrary: 1) Waive full reading, read by title only and introduce for first reading an Ordinance entitled, “AN ORDINANCE OF THE CITY OF GLENDORA, CALIFORNIA, ADOPTING THE 2013 EDITIONS OF THE CALIFORNIA FIRE CODE; BUILDING CODE, VOLUMES I AND 2; THE CALIFORNIA EXISTING BUILDING CODE; THE CALIFORNIA HISTORICAL CODE; THE CALIFORNIA MECHANICAL CODE; THE CALIFORNIA PLUMBING CODE; THE CALIFORNIA ELECTRICAL CODE; THE CALIFORNIA RESIDENTIAL CODE; THE CALIFORNIA GREEN BUILDING STANDARDS CODE; AND THE CALIFORNIA ENERGY CODE; INCLUDING SELECTED APPENDICES THERETO;” and 2) Authorize staff to schedule ordinance for second reading.

A Public Hearing to consider a Resolution approving a General Plan Amendment for the 2013-2021 General Plan Housing Element (Project No.: PLN12-0105, Applicant: City-Initiated). (CITY ACTION)

CITY RECOMMENDATION: Open the Public Hearing, accept evidence and testimony presented, and in the absence of substantial evidence to the contrary consider the following:  1) Adopt a Negative Declaration; and 2) Adopt a City Council Resolution entitled, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GLENDORA, CALIFORNIA, APPROVING A GENERAL PLAN AMENDMENT ADOPTING THE 2013-2021 GENERAL PLAN HOUSING ELEMENT (PROJECT NO. PLN12-0105, APPLICANT: CITY-INITIATED).”

Items on the Consent Calendar will be enacted by one motion without individual discussion.  There will be no separate discussion of these items unless a member of the City Council/Successor Agency to the Community Redevelopment Agency/Housing Authority requests specific item(s) be removed from the Consent Calendar for separate action.  Items removed from the Consent Calendar will be considered after the regular items.  Anyone wishing to address a Consent Calendar item should do so during the Public Comment Period.

City Council, Successor Agency to the former Community Redevelopment Agency, and Housing Authority Minutes. (CITY/AGENCY/AUTHORITY ACTION)

 

CITY/AGENCY/AUTHORITY RECOMMENDATION: Approve the following minutes as presented: a) October 22, 2013 Regular Joint meeting minutes. b) October 24, 2013 Special meeting minutes.

 

4.

Approval of Demands and Warrants Issued on October 18, 2013, October 25, 2013 and November 1, 2013. (CITY/AGENCY/AUTHORITY ACTION)

 

CITY/AGENCY/AUTHORITY RECOMMENDATION: Approve the following demands and warrants as presented:

a) General Warrant Register dated 10/18/2013 in the amount of $1,343,987.46

b) Payroll payments for the pay period ended 10/13/2013 in the amount of $585,012.97.

c) CALPERS Retirement for the pay period ended 10/13/2013 in the amount of $149,663.58.

d) General Warrant Register dated 10/25/2013 in the amount of $310,250.11.

e) General Warrant Register dated 11/01/2013 in the amount of $657,294.71.

f) Payroll payments for the pay period ended 10/27/2013 in the amount of $599,198.36.

Notice of Completion for Vermont Lofts Alley Reconstruction, Plan No. 1140. (CITY ACTION)

 

CITY RECOMMENDATION: 1) Accept the completion of the Vermont Lofts Alley Reconstruction, Plan No. 1140; and 2) Authorize the Mayor to sign the Notice of Completion for recordation.

 

6.

Award of Contract for Grand Avenue Water Main Replacement, Plan No. 1153. (CITY ACTION)

 

CITY RECOMMENDATION: 1) Adopt a Categorical Exemption from the California Environmental Quality Act pursuant to Section 15301(c) of the California Code of Regulations; 2) Award the contract for Grand Avenue Water Main Replacement Plan No. 1153 to Dominguez General Engineering, Inc. of Rosemead CA, in the amount of $241,540; and 3) Authorize Mayor to execute agreement.

 

7.

Award of Contract for Base Line Road Water Main Replacement Project – Bryant Circle to Tedrow Drive, Plan No. 1151. (CITY ACTION)

 

CITY RECOMMENDATION: 1) Adopt a Categorical Exemption from the California Environmental Quality Act pursuant to Section 15301(c) of the California Code of Regulations; 2) Award the contract for the Base Line Road Water Main Replacement Project – Bryant Circle to Tedrow Drive, Plan No. 1151 to Tryco General Engineering of Rimforest in the amount of $266,690; 3) Appropriate $73,359 from the Water Capital Projects Fund reserves (530) to project expenditure account; and 4) Authorize the Mayor to execute Agreement.

 

8.

Purchase of one handicapped-accessible minivan and one 16-passenger Cut-A-Way bus. (CITY ACTION)

 

CITY RECOMMENDATION: 1) Per GMC 2.40.050, authorize an exemption from the competitive bidding process and utilize the CalACT/MBTA cooperative agreement to accomplish purchase and; 2) Authorize the purchase of one 2013, ADA Compliant, Dodge Grand Caravan minivan in the amount of $45,256.68 and one 2013, ADA Compliant, Ford Allstar Cut-A-Way bus in the amount of $66,725.73.

Ratification of Appointment of Timothy Staab as Glendora Police Chief. (CITY ACTION)

 

CITY RECOMMENDATION: Ratify City Manager’s selection for Glendora Police Chief.

 

10.

Consideration of an Agreement to extend the lease term of City-owned property located at 16734 Arrow Highway, Irwindale, California to Gerlach Landscape Services. (CITY ACTION)

 

CITY RECOMMENDATION: 1) Adopt a Categorical Exemption for the project pursuant to Section 15301 of the California Code of Regulations (California Environmental Quality Act Guidelines); 2) Approve a five-year lease, with a term covering November 8, 2013-November 8, 2018 for City property located at 16734 East Arrow Highway, Irwindale, CA for a nursery use; and 3) Authorize the Mayor to execute the agreement.

 

11.

Award of Contract for Water Meter Parts and Supplies. (CITY ACTION)

 

CITY RECOMMENDATION: Authorize staff to purchase Water Meter Parts and Supplies from Aqua Metric Sales Company of Riverside for the period of five (5) years in an amount not to exceed annually-budgeted amount.

 

12.

Cancellation of the Tuesday, November 26, 2013 City Council, Successor Agency to the former Community Redevelopment Agency (CRA), and Housing Authority regularly-scheduled joint meeting. (CITY/AGENCY/AUTHORITY ACTION)

 

CITY/AGENCY/AUTHORITY RECOMMENDATION: Cancel the Tuesday, November 26, 2013 City Council, Successor Agency to the former Community Redevelopment Agency (CRA), and Housing Authority regularly-scheduled joint meeting.

 

13.

Second Reading of Revised Park Use Ordinance. (CITY ACTION)

 

CITY RECOMMENDATION: Waive further reading, read by title only and adopt on second  reading an Ordinance entitled, “AN ORDINANCE OF THE CITY COUNCIL  OF  THE  CITY  OF   GLENDORA,  CALIFORNIA AMENDING   SECTION   9.20.010   OF    THE    GLENDORA MUNCIPAL CODE ENTITLED ACTS PROHIBITED ON CITY PROPERTY.”

Consideration of Solid Waste Franchise Agreement Extension with Athens Services for up to Twelve Months. (CITY ACTION)
