The public is encouraged to address the City Council/Successor Agency /Housing Authority (HA) on any matter posted on the agenda or on any other matter within its jurisdiction.  If you wish to address the City Council/Successor Agency/Housing Authority you may do so during the PUBLIC COMMENT period noted on the agenda.  Each person is allowed three (3) minutes speaking time.

Public comment shall conform to the protocol established in City Council Resolution No. 03-37, the highlights of which are listed below:  Any person may request to address the City Council/Successor Agency to the Community Redevelopment Agency/Housing Authority by submitting to the City Clerk a Speakers Request form asking to address the City Council/Successor Agency to the Community Redevelopment Agency/Housing Authority and stating the topic to be addressed.  Speakers Request forms shall be available at the Council Chambers throughout the meeting.

 

Under the agenda item “Public Comment”, the Mayor/Chair may recognize any person desiring to address the City Council/Successor Agency to the Community Redevelopment Agency/Housing Authority concerning any subsequent item calendared for action or discussion at that meeting or on any matter within the jurisdiction of the City Council/Successor Agency to the Community Redevelopment Agency/Housing Authority.  Public comment may also be given when an item is scheduled for consideration.  Comments on Consent Calendar items should be made during the Public Comment Period.  The Public Comment Period is limited to 30 minutes.  Each speaker shall be limited to three minutes unless, upon motion, such time is extended by the City Council/Successor Agency to the Community Redevelopment Agency/Housing Authority.

 

Any person given permission to address the City Council/Successor Agency to the Community Redevelopment Agency/Housing Authority shall advance to the rostrum and state his/her name and the subject matter he/she wishes to discuss. No question shall be asked of a Council Member/Commissioner or a member of the staff, except through the presiding officer.

REORDERING OF AND ADDITIONS TO THE AGENDA

 

PUBLIC HEARINGS - NONE

 

Following the staff report, the applicant/appellant will be allowed ten minutes in which to make a presentation.  The public hearing will then be opened.  Testimony by proponents shall be limited to three minutes per speaker and to a total of 15 minutes.  Testimony by opponents shall be limited to three minutes per speaker and to a total of 15 minutes.  The Mayor/Chair may permit a five minute summation by a representative of proponents, followed by a five minute summation by a representative of opponents.  The public hearing will then be closed and no member of the public shall be allowed to speak further without consent of the Mayor/Chair.  Any person desiring to speak to a Public Hearing item shall make his/her presence known to the Mayor/Chair.  Speaker cards are available in the lobby.  Speakers are entitled to submit written or other graphic evidence.  All such evidence presented shall be retained by the City Clerk as part of the Clerk’s record.

 

PLEASE NOTE:  If you challenge the any of the proposed action(s) in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the City Council/Successor Agency to the Community Redevelopment Agency/Housing Authority at, or prior to, the public hearing.

 

CONSENT CALENDAR

 

Items on the Consent Calendar will be enacted by one motion without individual discussion.  There will be no separate discussion of these items unless a member of the City Council/Successor Agency to the Community Redevelopment Agency/Housing Authority requests specific item(s) be removed from the Consent Calendar for separate action.  Items removed from the Consent Calendar will be considered after the regular items.  Anyone wishing to address a Consent Calendar item should do so during the Public Comment Period.

City Council, Successor Agency to the former Community Redevelopment Agency, and Housing Authority Minutes. (CITY/AGENCY/AUTHORITY ACTION)

 

CITY/AGENCY/AUTHORITY RECOMMENDATION: Approve the following minutes as presented: a) November 12, 2013 Special meeting minutes.

 

2.

Accept and Appropriate Glendora Police Explorers grant funds. (CITY ACTION)

 

CITY RECOMMENDATION: 1) Accept and appropriate $50,000 in grant funds from the Ludwick Family Foundation: and 2) Amend Police Department revenue and expenditure budgets in the amount of $50,000 in FY 2013-2014.

 

 

3.

Approval of Demands and Warrants Issued on November 8, 2013, November 15, 2013, November 22, 2013, and November 29, 2013. (CITY/AGENCY/AUTHORITY ACTION)

 

CITY/AGENCY/AUTHORITY RECOMMENDATION: Approve the following demands and warrants as presented:

a) General Warrant Register dated 11/08/2013 in the amount of $1,130,261.00.

b) CALPERS Health for the pay period of November 2013 in the amount of $121,306.48.

c) CALPERS Retirement for the pay period ended 10/13/2013 in the amount of $151,005.11.

d) General Warrant Register dated 11/15/2013 in the amount of $644,488.48.

e) Payroll payments for the pay period ended 11/10/2013 in the amount of $584,569.64.

f) General Warrant Register dated 11/22/2013 in the amount of $215,738.16.

g) CALPERS Retirement for the pay period ended 11/10/2013 in the amount of $150,392.89.

h) General Warrant Register dated 11/29/2013 in the amount of $107,149.26.

i) Payroll payments for the pay period ended 11/24/2013 in the amount of $617,839.68.

 

4.

Award of Contract for Zone 4 Reservoir Improvements, Plan No. 1091. (CITY ACTION)

 

CITY RECOMMENDATION: 1) Approve the Plans and Specifications for the Zone 4 Reservoir Improvements, Plan No. 1091; 2) Adopt a Categorical Exemption from the California Environmental Quality Act pursuant to Section 15302 (c) of the California Code of Regulations for Zone 4 Reservoir Improvements, Plan No. 1091; 3) Award of contract to RSH Construction of Hemet in the amount of $2,206,950 for the Zone 4 Reservoir Improvements, Plan No. 1091; and 4) Appropriate an additional $537,993 from Water Capital Fund reserve for project costs and the 15% project contingency.

 

5.

Authorize the Purchase of Waterline Parts and Supplies for the period of five (5) years. (CITY ACTION)

 

CITY RECOMMENDATION: Authorize staff to purchase waterline parts and supplies for a period of five (5) years from Western Water Works Supply Company of Chino in an amount not to exceed $175,000 annually.

 

6.

Second Reading and Adoption of Ordinance No. 1975 Adopting the 2013 Editions of the California Fire Code, Building Codes, Existing Building Code, Historical Code, Mechanical Code, Plumbing Code, Electrical Code, Residential Code, Green Building Standards Code, and Energy Code. (CITY ACTION)

 

CITY RECOMMENDATION: Waive full reading, read by title only and adopt on second reading Ordinance 1975 entitled, “AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GLENDORA, CALIFORNIA, ADOPTING THE 2013 EDITIONS OF THE CALIFORNIA FIRE CODE; CALIFORNIA BUILDING CODE, VOLUMES 1 AND 2; THE CALIFORNIA EXISTING BUILDING CODE; THE CALIFORNIA HISTORICAL CODE; THE CALIFORNIA MECHANICAL CODE; THE CALIFORNIA PLUMBING CODE; THE CALIFORNIA ELECTRICAL CODE; THE CALIFORNIA RESIDENTIAL CODE; THE CALIFORNIA GREEN BUILDING STANDARDS CODE; AND THE CALIFORNIA ENERGY CODE; INCLUDING SELECTED APPENDICES THERETO.”

 

 

 

7.

Adoption of a Notice of Exemption for the Amelia Avenue - Auto Centre Drive Water Main Replacement Project, Plan No. 1118. (CITY ACTION)

 

CITY RECOMMENDATION: Adopt a Categorical Exemption from the California Environmental Quality Act pursuant to Section 15301 of the California Code of Regulations for the Amelia Avenue - Auto Centre Drive Water Main Replacement Project, Plan No. 1118.

Adoption of a Notice of Exemption for Base Line Road Street Rehabilitation Project, Plan No. 1126. (CITY ACTION)

 

CITY RECOMMENDATION: Adopt a Categorical Exemption from the California Environmental Quality Act pursuant to Section 15301of the California Code of Regulations for the Base Line Road Street Rehabilitation Project, Plan No. 1126.

 

9.

Accept and appropriate state grant funds for the Library's adult literacy program Glendora Reads! (CITY ACTION)

 

CITY RECOMMENDATION: Accept and appropriate $12,582 in state grant funds for the Library's adult literacy program Glendora Reads! (CITY ACTION)

 

10.

City of Glendora and Glendora Successor Agency Investment Report and Fiscal Agent Report for October 31, 2013. (CITY/AGENCY/AUTHORITY ACTION)

 

CITY/AGENCY/AUTHORITY RECOMMENDATION: Receive and file.

 

11.

Human Resources Office and City Manager Conference Room Remodel, Plan No. 1147. (CITY ACTION)

 

CITY RECOMMENDATION: Adopt a Resolution entitled, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GLENDORA, CALIFORNIA, DECLARING THAT THE HUMAN RESOURCES OFFICE AND CITY MANAGER CONFERENCE ROOM REMODEL PROJECT [PLAN NO. 1147] CAN BE COMPLETED USING AN INFORMAL BIDDING PROCESS AND THAT THE CITY NEED NOT COMPLY WITH THE COMPETITIVE BIDDING REQUIREMENTS OF THE PUBLIC CONTRACTS CODE.”

Ratify City Manager's selection for Glendora City Librarian. (CITY ACTION)

 

CITY RECOMMENDATION: Ratification of Appointment of Janet Stone for City Librarian.

 

13.

Consideration of Final Tract Map No. 71945 (Applicant/Owner: Avalon Bay Communities; Location 121 E. Route 66). (CITY ACTION)

 

CITY RECOMMENDATION: 1) Waive full reading, read by title only and adopt a Resolution entitled “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GLENDORA, CALIFORNIA APPROVING TRACT MAP NO. 71945 FOR SUBDIVIIDNG THE EXISTING PARCEL INTO ONE PARCL AT 121 E. ROUTE 66, GLENDORA, CALIFORNIA; and 2) Authorize the City Engineer and City Clerk to sign the Final Tract Map; 3) Authorize the Mayor to sign the indemnity agreement; and 4) Authorize the Mayor to sign the subdivision agreement.

CITY RECOMMENDATION: 1) Approve a Consultant Services Agreement with Hirsch & Associates Inc. (HAI) for $9,600 for a landscape architect to design improvements to Glendora Village downtown landscaping; 2) Appropriate $11,000 from the Capital Projects Fund; and 3) Authorize City Manager to sign the agreement.
