PUBLIC COMMENT

 

Three (3) Minute speaking time limit

Public Comment cards are on the counter in the lobby.

Public comment shall conform to the protocol established by Resolution, the highlights of which are listed below:  Any person may request to address the governing body by submitting to the City Clerk a Speakers Request form asking to address the governing body and stating the topic to be addressed.  Speakers Request forms shall be available throughout the meeting.

 

Under the agenda item “Public Comment”, the presiding officer may recognize any person desiring to address the governing body concerning any subsequent item calendared for action or discussion at that meeting.   Public comment may also be given when an item is scheduled for consideration.  Comments on Consent Calendar items should be made during the Public Comment Period.  The Public Comment Period is limited to 30 minutes.  Each speaker shall be limited to three minutes unless, upon motion, such time is extended by the governing body.

Any person given permission to address the governing body shall advance to the rostrum and state his/her name and the subject matter he/she wishes to discuss.  No question shall be asked of governing body members or a member of the staff, except through the presiding officer.

 

REPORTS AND STATEMENTS

 

REORDERING OF AND ADDITIONS TO THE AGENDA

 

PUBLIC HEARINGS - NONE

 

Following the staff report, the applicant/appellant will be allowed ten minutes in which to make a presentation.  The public hearing will then be opened.  Testimony by proponents shall be limited to three minutes per speaker and to a total of 15 minutes.  Testimony by opponents shall be limited to three minutes per speaker and to a total of 15 minutes.  The presiding officer may permit a five minute summation by a representative of proponents, followed by a five minute summation by a representative of opponents.  The public hearing will then be closed and no member of the public shall be allowed to speak further without consent of the presiding officer.  Any person desiring to speak to a Public Hearing item shall make his/her presence known to the Presiding officer.  Speaker cards are available in the lobby.  Speakers are entitled to submit written or other graphic evidence.  All such evidence presented shall be retained by the City Clerk as part of the Clerk’s record.

 

PLEASE NOTE:  If you challenge any of the proposed action(s) in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the City Council at, or prior to, the public hearing.

 

CONSENT CALENDAR

 

Items on the Consent Calendar will be enacted by one motion without individual discussion.  There will be no separate discussion of these items unless a member of the governing body requests specific item(s) be removed from the Consent Calendar for separate action.  Items removed from the Consent Calendar will be considered after the regular items.  Anyone wishing to address a Consent Calendar item should do so during the Public Comment Period.

City Council, Successor Agency for the former Community Redevelopment Agency, and Housing Authority Minutes.

 

CITY/AGENCY/AUTHORITY RECOMMENDATION: Affirm the following minutes: a) March 13, 2018 Regular Joint meeting minutes.

 

2.

2018 Annual Review of City Council appointments to various Regional Organizations as City Representatives/Delegates.

 

CITY RECOMMENDATION: Adopt a City Council Resolution entitled, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GLENDORA, CALIFORNIA, APPOINTING DELEGATES AND ALTERNATES TO VARIOUS REGIONAL BOARDS AND COMMITTEES THAT THE CITY OF GLENDORA IS A MEMBER FOR 2018-19 AND RESCIND RESOLUTION CC 2017-08."

 

3.

Annual General Plan Progress Report.

 

CITY RECOMMENDATION: 1) Receive and file Annual General Plan Progress Report; and 2) Direct Planning Director to submit report to the State of California.

 

4.

Consideration of Ordinance Reauthorizing and Readopting the City’s Public, Educational, and Governmental (“PEG”) Programming Access Support Fee.

 

CITY RECOMMENDATION: Waive full reading, read by title only and adopt on second reading an Ordinance 2028 entitled, “AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GLENDORA, CALIFORNIA, REAUTHORIZING AND READOPTING THE CITY’S PUBLIC, EDUCATIONAL, AND GOVERNMENTAL ACCESS SUPPORT FEE.”

 

5.

Demands and Warrants Issued on March 23, 2018 and March 30, 2018.

 

CITY/AUTHORITY RECOMMENDATION: Receive and file the following demands and warrants as presented: a) General Warrant Register dated 03/23/2018 in the amount of $1,088,237.30. b) General Warrant Register dated 03/30/2018 in the amount of $1,345,472.49.

 

UNFINISHED BUSINESS

 

6.

Update on the Strategic Plan Objective to investigate recommended actions to improve communication between City Commissions and the City Council based on prior communications between 2 representatives of the City Council and Commission/Board and develop a plan for action to implement the suggestions. (Strategic Plan Objective: Enhance Internal and External Communication)

NEW BUSINESS

 

7.

Allocation of funds for the Active Transportation Program Augmentation Grant for the Construction of Phase II and Phase III of the San Dimas Wash Urban Trail and Design of Big and Little Dalton Wash Trails.

 

Community Services to report.

 

CITY RECOMMENDATION: 1) Approve the acceptance of 1.79 million for the completion of the San Dimas Trail and design of Big and Little Dalton Trail; 2) Approve $100,000 in allocation of funds in fiscal year 2017-2018 for environmental studies; 3) Approve $168,000 for fiscal year 2018-2019 for design of the Big Dalton and Little Dalton Wash Trails; 4) Approve $1,524,000 for the Construction of Phase II and Phase III of the San Dimas Wash Urban Trail (All locations funded from the 2017 Active Transportation Program Augmentation Grant); and, 5) Authorize the Finance Director to make the necessary budget adjustments for revenues and appropriations.

 

8.

Consideration of Resolutions Opting in to Two Additional Property Assessed Clean Energy (PACE) Programs and authorizing the JPA’s to Place Property Liens on Participating Properties.

CITY RECOMMENDATION: Adopt Resolutions entitled, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GLENDORA, CALIFORNIA, CONSENTING TO THE INCLUSION OF PROPERTIES WITHIN THE TERRITORY OF THE CITY OF GLENDORA IN THE CSCDA OPEN PACE PROGRAMS; AUTHORIZING THE CALIFORNIA STATEWIDE COMMUNITIES DEVELOPMENT AUTHORITY TO ACCEPT APPLICATIONS FROM PROPERTY OWNERS, CONDUCT CONTRACTUAL ASSESSMENT PROCEEDINGS AND LEVY CONTRACTUAL ASSESSMENTS WITHIN THE TERRITORY OF THE CITY OF GLENDORA AND AUTHORIZING RELATED ACTIONS," and "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GLENDORA, CALIFORNIA, APPROVING, AUTHORIZING, AND DIRECTING EXECUTION OF A JOINT EXERCISE OF POWERS AGREEMENT RELATING TO THE CALIFORNIA MUNICIPAL FINANCE AUTHORITY; CONSENTING TO THE INCLUSION OF PROPERTIES WITHIN THE TERRITORY OF THE CITY IN THE CALIFORNIA MUNICIPAL FINANCE AUTHORITY OPEN PACE PROGRAMS; AUTHORIZING THE CALIFORNIA MUNICIPAL FINANCE AUTHORITY TO ACCEPT APPLICATIONS FROM PROPERTY OWNERS, CONDUCT CONTRACTUAL ASSESSMENT PROCEEDINGS AND LEVY CONTRACTUAL ASSESSMENTS WITHIN THE TERRITORY OF THE CITY; AND AUTHORIZING RELATED ACTIONS."

 

9.

Consideration of an Urgency Ordinance enacting a 45-Day Moratorium on Small Telecommunications Facilities in the Public Right-of-Way.

CITY RECOMMENDATION: Waive full reading, read by title only and adopt an Urgency Ordinance pursuant to Sections 36937 and 65858 of the California Government Code entitled, “AN URGENCY ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GLENDORA, CALIFORNIA, ENACTING A MORATORIUM ON SMALL TELECOMMUNICATIONS FACILITIES IN THE PUBLIC RIGHT-OF-WAY.”

 

10.

Discuss the formation of a Citizen's Ad-hoc Advisory Panel to study and make recommendations on possible new revenue sources to address the City’s funding needs. (Strategic Plan Objective)
