PUBLIC COMMENT

 

Three (3) Minute speaking time limit

Public Comment cards are on the counter in the lobby.

Public comment shall conform to the protocol established by Resolution, the highlights of which are listed below:  Any person may request to address the governing body by submitting to the City Clerk a Speakers Request form asking to address the governing body and stating the topic to be addressed.  Speakers Request forms shall be available throughout the meeting.

 

Under the agenda item “Public Comment”, the presiding officer may recognize any person desiring to address the governing body concerning any subsequent item calendared for action or discussion at that meeting.   Public comment may also be given when an item is scheduled for consideration.  Comments on Consent Calendar items should be made during the Public Comment Period.  The Public Comment Period is limited to 30 minutes.  Each speaker shall be limited to three minutes unless, upon motion, such time is extended by the governing body.

 

Any person given permission to address the governing body shall advance to the rostrum and state his/her name and the subject matter he/she wishes to discuss.  No question shall be asked of governing body members or a member of the staff, except through the presiding officer.

REORDERING OF AND ADDITIONS TO THE AGENDA

 

PUBLIC HEARINGS

 

Following the staff report, the applicant/appellant will be allowed ten minutes in which to make a presentation.  The public hearing will then be opened.  Testimony by proponents shall be limited to three minutes per speaker and to a total of 15 minutes.  Testimony by opponents shall be limited to three minutes per speaker and to a total of 15 minutes.  The presiding officer may permit a five minute summation by a representative of proponents, followed by a five minute summation by a representative of opponents.  The public hearing will then be closed and no member of the public shall be allowed to speak further without consent of the presiding officer.  Any person desiring to speak to a Public Hearing item shall make his/her presence known to the Presiding officer.  Speaker cards are available in the lobby.  Speakers are entitled to submit written or other graphic evidence.  All such evidence presented shall be retained by the City Clerk as part of the Clerk’s record.

A Public Hearing to Consider a Final Environmental Impact Report, General Plan Amendment, and introduction and first reading of an Ordinance adopting the Arrow Highway Specific Plan. (PLN18-0008; Applicant: City-initiated)

CITY RECOMMENDATION: Open the Public Hearing, accept evidence and testimony presented, close the hearing, and in the absence of substantial evidence to the contrary consider the following: 1) Adopt a Resolution entitled, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GLENDORA, CALIFORNIA, CERTIFYING THE COMPLETION OF A FINAL ENVIRONMENTAL IMPACT REPORT SCH# 201704103 FOR THE ARROW HIGHWAY SPECIFIC PLAN (PLN18-0008); 2) Adopt a Resolution entitled, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GLENDORA, CALIFORNIA, APPROVING A GENERAL PLAN AMENDMENT TO CHANGE THE GENERAL PLAN LAND USE DESIGNATIONS OF CERTAIN PROPERTIES ALONG THE ARROW HIGHWAY CORRIDOR FROM GENERAL COMMERCIAL, LIGHT INDUSTRIAL, CIVIC INSTITUTIONAL, MEDIUM/HIGH DENSITY RESIDENTIAL, AND HIGH DENSITY RESIDENTIAL, TO ARROW HIGHWAY SPECIFIC PLAN (PLN18-0008); 3) Waive full reading, read by title only and introduce for first reading an Ordinance entitled, “AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GLENDORA, CALIFORNIA, AMENDING TITLE 21 (ZONING) OF THE MUNICIPAL CODE TO ADD CHAPTER 21.14 – ARROW HIGHWAY SPECIFIC PLAN AND AMEND THE OFFICIAL ZONING MAP TO REZONE PROPERTIES ALONG THE ARROW HIGHWAY CORRIDOR (PLN18-0008);” and 4) Direct City Attorney to prepare a summary ordinance for publication.

 

CONSENT CALENDAR

 

Items on the Consent Calendar will be enacted by one motion without individual discussion.  There will be no separate discussion of these items unless a member of the governing body requests specific item(s) be removed from the Consent Calendar for separate action.  Items removed from the Consent Calendar will be considered after the regular items.  Anyone wishing to address a Consent Calendar item should do so during the Public Comment Period.

City Council, Successor Agency for the former Community Redevelopment Agency, and Housing Authority Minutes.

 

CITY RECOMMENDATION: Affirm the following minutes: a) August 28, 2018 City Council Special Meeting Minutes (5:30 p.m.)

 

3.

Demands and Warrants Issued on September 7, 2018 and September 14, 2018.

 

CITY/AGENCY/AUTHORITY RECOMMENDATION: Receive and file the following demands and warrants as presented: a) General Warrant Register dated 09/07/2018 in the amount of $3,496,187.45. b) General Warrant Register dated 09/14/2018 in the amount of $2,612,061.36.

 

4.

City of Glendora and Glendora Successor Agency Investment Report for August 2018.

 

CITY/AGENCY RECOMMENDATION: Receive and file.

 

5.

2018 Holiday Season and discussion of cancellation and/or possible rescheduling of City Council regular joint meetings.

 

CITY/AGENCY/AUTHORITY RECOMMENDATION: 1) Cancel the November 27, 2018 and December 25, 2018, City Council, Successor Agency to the former Community Redevelopment Agency (CRA), and Housing Authority regularly scheduled joint meetings.

 

6.

Consolidated Annual Performance and Evaluation Report for the 2017-2018 Community Development Block Grant Program

 

CITY RECOMMENDATION: 1) Approve submittal of the City of Glendora’s FY 2017-2018 Consolidated Annual Performance and Evaluation Report (CAPER) accomplishments to the U.S. Department of Housing and Urban Development (HUD); 2) Authorize the City Manager to submit report to HUD

 

7.

2018 Review of the City of Glendora’s Conflict of Interest (COI) and Local Agency Biennial Notice.

 

CITY/AGENCY/AUTHORITY RECOMMENDATION: Adopt a Resolution entitled, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GLENDORA, CALIFORNIA, AMENDING THE CITY OF GLENDORA CONFLICT OF INTEREST CODE FOR 2018 AND RESCINDING RESOLUTION CC 2016-33.”

Approval of Final Glendora Local Agency Management Program (LAMP).

 

CITY RECOMMENDATION: Approve the Final Glendora Local Agency Management Program (LAMP).

 

UNFINISHED BUSINESS

 

9.

Resolution Declaring Fiscal Emergency Pursuant to California Constitution, Article XIIIC, Section 2(b).

 

City Attorney to report.

 

CITY RECOMMENDATION: 1) Adopt Resolution entitled, “A Resolution of the City Council of the City of Glendora, California, Declaring a Fiscal Emergency Pursuant to Article XIIIC Section 2(b) of the California Constitution;” and 2) Direct staff to work with City Attorney to draft all resolutions and ordinances necessary to place a 0.75% transaction and use tax on the March 2019 ballot.

Strategic Planning Workshop: Presentation of the Final Matrix January 25, 2018 through August 1, 2018 and of the Results of the City’s August 21, 2018 Strategic Planning Retreat and Goals and Objectives set for August 21, 2018 – February 1, 2019 period.

Request to Terminate the Declaration of Conditions, Covenants and Restrictions for the Glendora Courtyard Located at 2200, 2220 and 2210 E. Route 66  (PLN18-0021).

CITY RECOMMENDATION: Consider and take one of the following actions: (1) Waive further reading, and adopt the resolution entitled “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GLENDORA, CALIFORNIA, CONSENTING TO THE TERMINATION OF COVENANTS, CONDITIONS AND RESTRICTIONS AND APPROVE A DECLARATION OF RECIPROCAL EASEMENTS FOR GLENDORA COURTYARD LOCATED AT 2200, 2220 AND 2210 E. ROUTE 66  (PLN18-0021)”; or (2) Waive further reading and adopt the resolution entitled “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GLENDORA, CALIFORNIA, DENYING THE REQUEST TO TERMINATE COVENANTS, CONDITIONS AND RESTRICTIONS AND APPROVE A DECLARATION OF RECIPROCAL EASEMENTS FOR GLENDORA COURTYARD LOCATED AT 2200, 2220 AND 2210 E. ROUTE 66  (PLN18-0021)”; or (3) Take such further action as the Council deems appropriate consistent with the requirements of law.
