PUBLIC COMMENT

 

Three (3) Minute speaking time limit

Public Comment cards are on the counter in the lobby.

Public comment shall conform to the protocol established by Resolution, the highlights of which are listed below:  Any person may request to address the governing body by submitting to the City Clerk a Speakers Request form asking to address the governing body and stating the topic to be addressed.  Speakers Request forms shall be available throughout the meeting.

 

Under the agenda item “Public Comment”, the presiding officer may recognize any person desiring to address the governing body concerning any subsequent item calendared for action or discussion at that meeting.   Public comment may also be given when an item is scheduled for consideration.  Comments on Consent Calendar items should be made during the Public Comment Period.  The Public Comment Period is limited to 30 minutes.  Each speaker shall be limited to three minutes unless, upon motion, such time is extended by the governing body.

 

Any person given permission to address the governing body shall advance to the rostrum and state his/her name and the subject matter he/she wishes to discuss.  No question shall be asked of governing body members or a member of the staff, except through the presiding officer.

 

REPORTS AND STATEMENTS

 

REORDERING OF AND ADDITIONS TO THE AGENDA

 

PUBLIC HEARINGS - NONE

 

Following the staff report, the applicant/appellant will be allowed ten minutes in which to make a presentation.  The public hearing will then be opened.  Testimony by proponents shall be limited to three minutes per speaker and to a total of 15 minutes.  Testimony by opponents shall be limited to three minutes per speaker and to a total of 15 minutes.  The presiding officer may permit a five minute summation by a representative of proponents, followed by a five minute summation by a representative of opponents.  The public hearing will then be closed and no member of the public shall be allowed to speak further without consent of the presiding officer.  Any person desiring to speak to a Public Hearing item shall make his/her presence known to the Presiding officer.  Speaker cards are available in the lobby.  Speakers are entitled to submit written or other graphic evidence.  All such evidence presented shall be retained by the City Clerk as part of the Clerk’s record.

 

PLEASE NOTE:  If you challenge any of the proposed action(s) in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the City Council at, or prior to, the public hearing.

 

CONSENT CALENDAR

 

Items on the Consent Calendar will be enacted by one motion without individual discussion.  There will be no separate discussion of these items unless a member of the governing body requests specific item(s) be removed from the Consent Calendar for separate action.  Items removed from the Consent Calendar will be considered after the regular items.  Anyone wishing to address a Consent Calendar item should do so during the Public Comment Period.

 

1.

Award contract for Lone Hill Avenue Street Improvement Project (From Gladstone Street to San Dimas Wash), Plan No. 1274.

 

CITY RECOMMENDATION: 1) Adopt a Categorical Exemption from the California Environmental Quality Act pursuant to Section 15301(c) of the California Code of Regulations; 2) Award the contract for the Lone Hill Avenue Street Improvements Project (From Gladstone Street to San Dimas Wash), Plan No. 1274 to Gentry Brothers Inc. of Irwindale in the amount of $840,625; 3) Authorize the Director to execute any necessary change orders in an amount not to exceed 10 % of the original contract amount; and 4) Authorize the Mayor to execute Agreement.

City of Glendora and Glendora Successor Agency Investment Report for October 2018.

 

CITY/AGENCY RECOMMENDATION: Receive and file.

 

3.

Award of Contract for Traffic Signal Enhancements FY2018: Upgrade Controllers and Cabinets, Plan No. 1262.

 

CITY RECOMMENDATION: 1) Adopt a Categorical Exemption from the California Environmental Quality Act pursuant to Section 15301 of the California Code of Regulations; 2) Award the contract for Traffic Signal Enhancements FY2018: Upgrade Controllers & Cabinets, Plan No. 1262, to PTM General Engineering Services, Inc. in the amount of $138,038; 3) Authorize the Director to execute any necessary change orders in the amount not to exceed 10% of the original contract amount; 4) Authorize the Finance Director to make the necessary budget adjustments to appropriate $51,842 from Measure R (221) reserves; and 5) Authorize the Mayor to execute Agreement. 

 

4.

Solicit Bids for Street Yard Wash Bay Cover, Plan No. 1286.

 

CITY RECOMMENDATION: 1) Solicit informal bids for Street Yard Wash Bay Cover, Plan No. 1286, pursuant to the Public Contract Code Section 20166; and 2) Adopt a City Council Resolution entitled, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GLENDORA, CALIFORNIA, DECLARE THAT STREET YARD WASH BAY COVER PROJECT, PLAN NO. 1286 CAN BE PERFORMED USING AN INFORMAL BIDDING PROCESS AND THAT THE CITY NEED NOT COMPLY WITH THE COMPETITIVE BIDDING REQUIREMENTS OF THE PUBLIC CONTRACT CODE.”

 

5.

Consideration of a Resolution Appointing Voting Director and Alternates to Serve as the City's Representative on the Governing Board of the Independent Cities Risk Management Authority (ICRMA).

 

CITY RECOMMENDATION: Adopt a City Council Resolution entitled, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GLENDORA, CALIFORNIA, APPOINTING A VOTING DIRECTOR AND ALTERNATES TO SERVE AS THE CITY'S REPRESENTATIVES ON THE GOVERNING BOARD OF THE INDEPENDENT CITIES RISK MANAGEMENT AUTHORITY (ICRMA), confirming the designation of the Human Resources and Risk Management Director as Voting Director and Human Resources and Risk Management Analyst and Finance Director/City Treasurer as an Alternates."

CITY/AGENCY/AUTHORITY RECOMMENDATION: Receive and file the following Warrants and Demands as follows: a) General Warrant Register dated 11/09/2018 in the amount of $937,726.50, b) Payroll EFT - P/E 11/04/2018 in amount of $522,571.25, c) General Warrant Register dated 11/16/2018 in the amount of $116,459.83, d) General Warrant Register dated 11/21/2018 in the amount of $582,145.50, e) Payroll EFT - P/E 11/18/2018 in amount of $531,610.87, and f) General Warrant Register dated 11/30/2018 in the amount of $361,984.13.

Accept Easement Deed and Execute Quitclaim Deed for Right of Way and Public Utilities Purposes at 1031 S. Danehurst Avenue (APN:  8640-013-087)

 

CITY RECOMMENDATION: 1) Accept Easement Deed for Right of Way and Public Utilities Purposes at 1031 S. Danehurst Avenue; 2) Authorize the City Clerk to sign the Certificate of Acceptance, 3) Authorize the Mayor and the City Clerk to execute Quitclaim of Easements releasing the City’s interest, 4) Adopt a City Council Resolution entitled, “A  RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GLENDORA, CALIFORNIA, AUTHORIZING THE MAYOR, THE CITY CLERK AND THE CITY ATTORNEY TO SIGN QUITCLAIM DEED TO CERTAIN PROPERTY IN THE CITY OF GLENDORA, AS IDENTIFIED BY APN 8640013087”, and 5) Authorize the City Clerk to transmit documents to Los Angeles County of Public Works for recording purposes.

Consolidation and Update of Glendora Municipal Code Sections Regarding the City’s Boards and Commissions.

CITY RECOMMENDATION: 1) Waive further reading, read by title only and introduce an Ordinance entitled, “An Ordinance of the City Council of the City of Glendora, California, Deleting Chapter 2.12 (Planning Commission), Amending Chapter 2.16 (Community Services Commission And Department), Amending Chapter 2.18 (City Boards And Commissions), Amending Chapter 2.32 (Public Library),Amending Chapter 5.40 (Glendora Village Business District), And Deleting Chapter 14.22 (Water Commission) To Consolidate And Establish Uniformity Among All Boards And Commissions Established By The City Of Glendora”; and 2) Adopt Resolution entitled, “A Resolution of the City Council of the City of Glendora, California, Establishing Meeting Dates, Times and Locations of City of Glendora Boards and Commissions an accordance with Section 2.18.120 (Meetings) of Chapter 2.18 (City Boards And Commissions) of Title 2 (Administration And Personnel) of the Glendora Municipal Code.”

 

NEW BUSINESS

Award of Contract for Municipal Advisory Services for the Potential Issuance of Pension Obligation Bonds.

CITY RECOMMENDATION: Award a Contract to Urban Futures, Inc for Municipal Advisory Services in an amount not to exceed $75,000 related to the Issuance of Pension Obligation Bonds.

 

12.

Consideration of a Resolution Implementing a Passport Services Program.

 

City Clerk to report.

 

CITY RECOMMENDATION: 1) Adopt a City Council Resolution entitled, “A Resolution of the City Council of the City of Glendora, California, Establishing a Passport Services Program;” 2) Direct staff to return to the City Council with an update to the Master Fees Schedule to establish the necessary passport fees; and 3) Authorize the Finance Director to make the necessary budget adjustments amending the FY 2018-19 revenues and expenditures for $12,500 for the new passport services program.

 

13.

Introduction and first reading of an Ordinance regarding use of City Seal and other Insignias.

CITY RECOMMENDATION: 1) Introduce for first reading an Ordinance entitled, “A Ordinance of the City Council of the City of Glendora, California, to amend the Glendora Municipal Code Section 12.20 to Title 1 relating to the custody and use of the official seal and other insignia, and refer it to the City Attorney for not less than five days,” by reading of the title only and waiving further reading; and 2) Direct City Attorney to prepare a summary of ordinance for publication pursuant to Govt. Code 36933.

 

14.

Award of Contract for Loraine Avenue Water Main Improvements - Plan No. 1240.

 

Public Works to report.

 

CITY RECOMMENDATION: 1) Adopt a Categorical Exemption from the California Environmental Quality Act pursuant to Section 15301(c) of the California Code of Regulations; 2) Award the contract for Loraine Avenue Water Improvements, Plan No. 1240 to Gentry Brothers, Inc. of Irwindale, CA in the amount of $2,157,500; 3) Authorize the Director to execute any necessary change orders in an amount not to exceed 20% of the original contract amount; and 4) Authorize the Mayor to execute Agreement.
