PUBLIC COMMENT

 

Three (3) Minute speaking time limit

Public Comment cards are on the counter in the lobby.

Public comment shall conform to the protocol established by Resolution, the highlights of which are listed below:  Any person may request to address the governing body by submitting to the City Clerk a Speakers Request form asking to address the governing body and stating the topic to be addressed.  Speakers Request forms shall be available throughout the meeting.

 

Under the agenda item “Public Comment”, the presiding officer may recognize any person desiring to address the governing body concerning any subsequent item calendared for action or discussion at that meeting.   Public comment may also be given when an item is scheduled for consideration.  Comments on Consent Calendar items should be made during the Public Comment Period.  The Public Comment Period is limited to 30 minutes.  Each speaker shall be limited to three minutes unless, upon motion, such time is extended by the governing body.

 

Any person given permission to address the governing body shall advance to the rostrum and state his/her name and the subject matter he/she wishes to discuss.  No question shall be asked of governing body members or a member of the staff, except through the presiding officer.

PUBLIC HEARINGS

 

Following the staff report, the applicant/appellant will be allowed ten minutes in which to make a presentation.  The public hearing will then be opened.  Testimony by proponents shall be limited to three minutes per speaker and to a total of 15 minutes.  Testimony by opponents shall be limited to three minutes per speaker and to a total of 15 minutes.  The presiding officer may permit a five minute summation by a representative of proponents, followed by a five minute summation by a representative of opponents.  The public hearing will then be closed and no member of the public shall be allowed to speak further without consent of the presiding officer.  Any person desiring to speak to a Public Hearing item shall make his/her presence known to the Presiding officer.  Speaker cards are available in the lobby.  Speakers are entitled to submit written or other graphic evidence.  All such evidence presented shall be retained by the City Clerk as part of the Clerk’s record.

A Public Hearing to consider a Joint Resolution Adopting the Two-Year Budget of the City of Glendora for Fiscal Years 2019-20 and 2020-21.

CITY RECOMMENDATION: Adopt a Joint Resolution entitled, " A JOINT RESOLUTION OF THE CITY COUNCIL, SUCCESSOR AGENCY, HOUSING AUTHORITY AND PUBLIC FINANCING AUTHORITY OF THE CITY OF GLENDORA, CALIFORNIA, ADOPTING THE BUDGET FOR THE CITY OF GLENDORA FOR FISCAL YEAR BEGINNING JULY 1, 2019 AND ENDING JUNE 30, 2020 AND ADOPTING THE TENTATIVE BUDGET PLAN FOR FISCAL YEAR BEGINNING JULY 1, 2020, AND ENDING JUNE 30, 2021."

A Public Hearing to consider a Resolution adopting the Annual Assessment Levy for Landscape Maintenance District No. 1. for Fiscal Year 2019-20 and Approval of the Engineer’s Report.

CITY RECOMMENDATION: Open and conduct a Public Hearing, accept evidence and testimony presented, and in the absence of testimony to the contrary consider the following: 1) Adopt a City Council Resolution entitled, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GLENDORA, CALIFORNIA, CONFIRMING A DIAGRAM AND ASSESSMENT FOR THE CITY OF GLENDORA LANDSCAPE MAINTENANCE DISTRICT NO.1 FOR FISCAL YEAR 2019-20;" 2) Adopt a City Council Resolution entitled, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GLENDORA, CALIFORNIA, APPROVING THE ENGINEER’S REPORT FILED WITH RESPECT TO THE FISCAL YEAR 2019-20 LEVY OF THE ASSESSMENT IN CONNECTION WITH CITY OF GLENDORA LANDSCAPE MAINTENANCE DISTRICT NO. 1.”

CONSENT CALENDAR

 

Items on the Consent Calendar will be enacted by one motion without individual discussion.  There will be no separate discussion of these items unless a member of the governing body requests specific item(s) be removed from the Consent Calendar for separate action.  Items removed from the Consent Calendar will be considered after the regular items.  Anyone wishing to address a Consent Calendar item should do so during the Public Comment Period.

Demands and Warrants Issued on June 7, 2019 and June 14, 2019.

 

CITY/AGENCY/AUTHORITY RECOMMENDATION: Affirm the following demands and warrants were received and filed as presented: a) General Warrant Register dated 6/7/2019 in the amount of $785,336.40. b) Payroll EFT - P/E 6/2/2019 in amount of $504,878.39. c) General Warrant Register dated 6/14/2019 in the amount of $374,005.25.

 

5.

Notice of Completion for Traffic Signal Enhancements FY2018: Upgrade Controllers and Cabinets, Plan No. 1262.

 

CITY RECOMMENDATION: 1) Accept the completion of Traffic Signal Enhancements FY2018: Upgrade Controllers and Cabinets, Plan No. 1262; and 2) Authorize the Mayor to sign the Notice of Completion for recordation.

 

6.

Consideration of a Resolution Rejecting Bids for Well and Booster Pump Maintenance Contract.

 

CITY RECOMMENDATION: 1) Reject bids for pursuant to the Public Contract Code Section 20166 and adopt a City Council Resolution entitled, “A RESOLUTION OF THE CITY OF GLENDORA, CALIFORNIA, REJECTING ALL BIDS FOR WELL AND BOOSTER PUMP MAINTENANCE AND DECLARE THAT THE SERVICES CAN BE PERFORMED MORE ECONOMICALLY THROUGH A SECOND ATTEMPT AT THE COMPETITIVE BIDDING PROCESS”; and 2) Authorize the City of Glendora, Water Division to re-advertise for services. 

 

7.

Approve Amend No. 1 to Agreement for Services with General Pump Company for Well and Booster Pump Maintenance Services.

 

CITY RECOMMENDATION: 1) Approve Amendment No. 1 to the Agreement for Services dated June 9, 2015 with General Pump Company for Well and Booster Pump Maintenance Services for the City of Glendora, Water Division, in the amount of $102,000; and 2) Authorize the Mayor to Execute the Contract Amendment.

 

8.

Consideration of a Resolution adopting a Human Resources Policy regarding Alternative Work Schedules.

 

CITY RECOMMENDATION: Adopt a Resolution entitled, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GLENDORA, CALIFORNIA, ADOPTING A HUMAN RESOURCES POLICY CALLED THE ALTERNATIVE WORK SCHEDULE POLICY.”

 

9.

Consideration of a Resolution approving an amendment to the Authorized Position Control and Amending the Classification and Compensation Plan for the City of Glendora.

 

CITY RECOMMENDATION: Adopt a City Council Resolution entitled, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GLENDORA, CALIFORNIA, APPROVING AN AMENDMENT TO THE AUTHORIZED POSITION CONTROL AND AMENDING THE CLASSIFICATION AND COMPENSATION PLAN FOR THE CITY OF GLENDORA.”

 

10.

Consideration of a Resolution establishing GANN Appropriations Limit for Fiscal Year 2019-2020.

 

CITY RECOMMENDATION: Adopt a City Council Resolution entitled, “A Resolution of the City Council of the City of Glendora, California, Determining and Establishing GANN Appropriations Limit for Fiscal Year 2019-20 in accordance with Article XIII B of the California constitutions and Government Code Section 7910.”

City of Glendora and Glendora Successor Agency Investment Report for May 2019.

 

CITY/AGENCY RECOMMENDATION: Receive and file.

 

12.

Award contract for the Purchase of Water Line Parts and Supplies.

 

CITY RECOMMENDATION: 1) Authorize staff to purchase water line parts and supplies from Western Water Works Supply Company of Chino in an amount not to exceed $175,000 annually; and 2) Authorize the Mayor to execute the agreement.

 

13.

Reject Construction Bids for Downtown Village Parking Lot Rehabilitation Project, Plan No. 1249.

 

CITY RECOMMENDATION: Reject construction bids relating to Downtown Village Parking Lot Rehabilitation Project, Plan No. 1249, pursuant to Public Contract Code 20166.

 

14.

Consideration of a Resolution approving an Agreement (19G-LA17) with the Department of Alcoholic Beverage Control (ABC) to undertake the Reduction of Alcohol Use by Minors Grant for FY 2019-20.

 

CITY RECOMMENDATION: 1) Adopt a Resolution entitled, “A Resolution of the City of Glendora, California, approving an Agreement with the Department of Alcoholic Beverage Control (ABC) to undertake the Reduction of Alcohol Use by Minors Grant for FY 2019-20;” 2) Authorize the Chief of Police to be the authorized contractor signatory; and 3) Authorize the Finance Director to make the necessary budget adjustments to estimated revenues and appropriations in the amount of $31,718.”

 


 

15.

Authorize an increase to the Purchase Order with MNS Engineers for Design Services relating to the Downtown Village Parking Lot Rehabilitation, Plan 1249 due to design scope revisions.

 

CITY RECOMMENDATION: Authorize an increase to the Purchase Order with MNS Engineers for Design Services relating to the Downtown Village Parking Lot Rehabilitation, Plan 1249 due to design scope revisions in the $13,060.11 for a total $32,814.

 

UNFINISHED BUSINESS

 

16.

Approve Contract Services Agreement with All City Management Services Inc. for Crossing Guard Services.

CITY RECOMMENDATION: 1) Approve a Contract Services Agreement between the City of Glendora and All City Management Services Inc. to provide crossing guard services commencing July 1, 2019 through July 1, 2020 for a total amount not to exceed $222,810, and 2) Authorize the Mayor to execute the same following approval as to form by the City Attorney.

 

NEW BUSINESS

 

17.

Consideration of a Resolution approving a Tentative Agreement Pursuant to Government Code § 3505.1 by and between the City of Glendora and the American Federation State County Municipal Employees, Local 3915.

CITY RECOMMENDATION: Adopt a City Council Resolution entitled,  “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GLENDORA, CALIFORNIA, APPROVING A TENTATIVE AGREEMENT FOR A SUCCESSOR MEMORANDUM OF UNDERSTANDING (MOU) TO THE AMERICAN FEDERATION STATE COUNTY MUNICIPAL EMPLOYEES LOCAL 3915 (AFSCME) 2016-2019 AMENDED AND RESTATED MOU.”

 

18.

Consideration of a Resolution approving a Tentative Agreement Pursuant to Government Code § 3505.1 by and between the City of Glendora and the Glendora Management Association.

CITY RECOMMENDATION: Adopt a City Council Resolution entitled, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GLENDORA, CALIFORNIA, APPROVING A TENTATIVE AGREEMENT FOR A SUCCESSOR MEMORANDUM OF UNDERSTANDING (MOU) TO THE GLENDORA MANAGEMENT ASSOCIATION (GMA) 2016-2019 MOU.”
