PUBLIC COMMENT

 

Three (3) Minute speaking time limit

Public Comment cards are on the counter in the lobby.

Public comment shall conform to the protocol established by Resolution, the highlights of which are listed below:  Any person may request to address the governing body by submitting to the City Clerk a Speakers Request form asking to address the governing body and stating the topic to be addressed.  Speakers Request forms shall be available throughout the meeting.

 

Under the agenda item “Public Comment”, the presiding officer may recognize any person desiring to address the governing body concerning any subsequent item calendared for action or discussion at that meeting.   Public comment may also be given when an item is scheduled for consideration.  Comments on Consent Calendar items should be made during the Public Comment Period.  The Public Comment Period is limited to 30 minutes.  Each speaker shall be limited to three minutes unless, upon motion, such time is extended by the governing body.

 

Any person given permission to address the governing body shall advance to the rostrum and state his/her name and the subject matter he/she wishes to discuss.  No question shall be asked of governing body members or a member of the staff, except through the presiding officer.

REORDERING OF AND ADDITIONS TO THE AGENDA

 

PUBLIC HEARINGS

 

Following the staff report, the applicant/appellant will be allowed ten minutes in which to make a presentation.  The public hearing will then be opened.  Testimony by proponents shall be limited to three minutes per speaker and to a total of 15 minutes.  Testimony by opponents shall be limited to three minutes per speaker and to a total of 15 minutes.  The presiding officer may permit a five minute summation by a representative of proponents, followed by a five minute summation by a representative of opponents.  The public hearing will then be closed and no member of the public shall be allowed to speak further without consent of the presiding officer.  Any person desiring to speak to a Public Hearing item shall make his/her presence known to the Presiding officer.  Speaker cards are available in the lobby.  Speakers are entitled to submit written or other graphic evidence.  All such evidence presented shall be retained by the City Clerk as part of the Clerk’s record.

1.

A Public Hearing to consider a Conditional Use Permit to expand a nonconforming use for a Type-40 alcohol license (on-site sales beer) in conjunction with the operation of a municipal golf course and driving range, and to establish conditions of approval superseding Resolution 79-061 on certain property located 200 West Dawson Avenue (Applicant: PW Golf Management; Property Owner: City of Glendora; Project Location: 200 West Dawson Avenue; Project Number: PLN18-0029).

CITY RECOMMENDATION: Open and conduct the Public Hearing, accept evidence and testimony presented and in the absence of substantial evidence to the contrary, consider the following:  1) Adopt a Categorical Exemption for the project pursuant to Section 15301 of the California Environmental Quality Act Guidelines; and 2) Adopt a Resolution entitled, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GLENDORA, CALIFORNIA, APPROVING A CONDITIONAL USE PERMIT TO EXPAND A NONCONFORMING USE FOR A TYPE-40 ALCOHOL LICENSE (ON-SITE SALES BEER) IN CONJUNCTION WITH THE OPERATION OF A MUNICIPAL GOLF COURSE AND DRIVING RANGE AND TO ESTABLISH CONDITIONS OF APPROVAL SUPERSEDING RESOLUTION 79-061 ON CERTAIN PROPERTY LOCATED AT 200 WEST DAWSON AVENUE, GLENDORA, CALIFORNIA (PLN18-0029).”

Items on the Consent Calendar will be enacted by one motion without individual discussion.  There will be no separate discussion of these items unless a member of the governing body requests specific item(s) be removed from the Consent Calendar for separate action.  Items removed from the Consent Calendar will be considered after the regular items.  Anyone wishing to address a Consent Calendar item should do so during the Public Comment Period.

Second Reading and Adoption of Ordinance 2031 amending the Glendora Municipal Code to add Chapter 21.14 – Arrow Highway Specific Plan.

 

CITY RECOMMENDATION: Waive full reading, read by title only, and adopt on second reading Ordinance 2031 entitled, “AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GLENDORA, CALIFORNIA, AMENDING TITLE 21 (ZONING) OF THE MUNICIPAL CODE TO ADD CHAPTER 21.14 – ARROW HIGHWAY SPECIFIC PLAN AND AMEND THE OFFICIAL ZONING MAP TO REZONE PROPERTIES ALONG THE ARROW HIGHWAY CORRIDOR (PLN18-0008).”

Notice of Completion for ADA Restrooms and Snack Bar Renovations at the Carlyle Linder Equestrian Center, Plan 1248.

 

CITY RECOMMENDATION: 1) Approve and Accept the Completion of ADA Restrooms and Snack Bar Renovation at Carlyle Linder Equestrian Center, Plan 1248; and 2) Authorize the Mayor to sign the Notice of Completion for recordation.

 

4.

Approve Grant Contract for Selective Traffic Enforcement Program (STEP) for FY 2018-19 (Grant #PT19045).

 

CITY RECOMMENDATION: 1) Approve the grant contract entitled Selective Traffic Enforcement Program (STEP) (Grant #PT19045) in the amount of $90,000; 2) Authorize the Chief of Police to execute on behalf of the City; and, 3) Authorize the Finance Director to make the necessary budget adjustments amending the FY 2018-19 revenue and expenditure budgets to accept and appropriate $90,000 in grant funds from the State of California Office of Traffic Safety for the one-year grant cycle.

 

5.

Notice of Completion for Phase 1 of the Glendora Urban Trail, Plan 1256.

 

CITY RECOMMENDATION: Approve and accept the completion of the Phase 1 of the Glendora Urban Trail, Plan 1256 performed by ACE CD Inc. and authorize the Mayor to sign the Notice of Completion for recordation.

 

6.

Second Reading and Adoption of Ordinance 2035 Establishing Transaction and Use Tax to be submitted to City voter at the March 5, 2019 General Election, proposing imposition of a 0.75% City-specific transaction and use tax.

 

CITY RECOMMENDATION: As a result of the Ad Hoc citizens Advisory Committee recommendation and the City Council direction on September 11, 2018 approving the submission of a general Transaction and Use Tax Measure to City voters at the March 5, 2019 General Election, proposing imposition of a 0.75% City-specific Transaction and Use Tax, staff request the following:   1) Waive full reading, read by title only and adopt on second reading Ordinance 2035 entitled, “An Ordinance of the City Council of the City of Glendora adding Chapter 3.52 of the Glendora Municipal Code regarding Transaction and Use Tax.” 

 

7.

Second Reading and Adoption of Ordinance 2034 amending Chapter 2.08 of the Glendora Municipal Code entitled City Manager.

 

CITY RECOMMENDATION: Waive full reading, read by title only and adopt on second reading Ordinance 2034 entitled, “AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GLENDORA, CALIFORNIA, AMENDING CHAPTER 2.08 OF THE MUNICIPAL CODE ENTITLED CITY MANAGER.”

 

8.

Second Reading and Adoption of Ordinance 2033 amending City Advisory Boards and Commissions – Terms of Office, Handling Expiration of Terms, Procedures for Appointment, and Eligibility Criteria.

 

CITY RECOMMENDATION: Waive full reading, read by title only and adopt on second reading Ordinance 2033 entitled, “AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GLENDORA, CALIFORNIA AMENDING SECTION 2.18.030 (SERVICE BEYOND OFFICE TERM) OF CHAPTER 2.18 (COMMISSIONS AND COMMITTEES) OF TITLE 2 (ADMINISTRATION AND PERSONNEL) OF THE GLENDORA MUNICIPAL CODE RELATING TO SERVICE BEYOND THE ESTABLISHED TERMS OF OFFICE FOR ALL BOARDS, COMMISSIONS, AND COMMITTEES."

CITY RECOMMENDATION: 1) Reject bids for Police Parking Lot Perimeter Security, Plan No. 1255, pursuant to the Public Contract Code Section 20166 & 20167; and 2) Adopt a City Council Resolution entitled, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GLENDORA, CALIFORNIA, REJECTING ALL BIDS FOR POLICE PARKING LOT PERIMETER SECURITY PROJECT, PLAN NO. 1255 AND DECLARING THAT THE PROJECT CAN BE PERFORMED MORE ECONOMICALLY USING AN INFORMAL BIDDING PROCESS AND THAT THE CITY NEED NOT COMPLY WITH THE COMPETITIVE BIDDING REQUIREMENTS OF THE PUBLIC CONTRACT CODE.”

Award of Contract for Laurel Avenue Water Main Improvements between Grand Avenue and Pennsylvania Avenue, Plan No. 1268.

CITY RECOMMENDATION: 1) Adopt a Categorical Exemption from the California Environmental Quality Act pursuant to Section 15301(c) of the California Code of Regulations; 2) Award the contract for Laurel Avenue Water Main Improvements between Grand Avenue and Pennsylvania Avenue, Plan No. 1268 to William Bonadiman of Redlands, CA in the amount of $325,300; and 3) Authorize the Mayor to execute Agreement.

Consolidation and Update of Glendora Municipal Code Sections Regarding the City’s Boards and Commissions.

CITY RECOMMENDATION: Waive further reading, read by title only and introduce for first reading an Ordinance entitled, “An Ordinance of the City Council of the City Of Glendora, California, Deleting Chapter 2.12 (Planning Commission), Amending Chapter 2.16 (Community Services Commission And Department), Amending Chapter 2.18 (City Boards And Commissions), Amending Chapter 2.32 (Public Library), Amending Chapter 5.40 (Glendora Village Business District), and Deleting Chapter 14.22 (Water Commission) to Consolidate and Establish Uniformity Among All Boards and Commissions established by the City of Glendora.”

 

NEW BUSINESS

 

14.

Acceptance of Glendora Public Library Friends Foundation Grant Award for FY18-19 for supplemental funding for programs and services.

CITY RECOMMENDATION: 1) Approve the acceptance of $135,404 for supplemental funding for Library programs and services; and 2) Authorize the Finance Director to make the necessary budget adjustments for revenues and appropriations.

 

15.

A Resolution approving the Declaration of a Homelessness Emergency Shelter Crisis Declaration.

CITY RECOMMENDATION: Adopt a City Council Resolution entitled, “Resolution of the City Council of the City of Glendora, California, approving the declaration of an Emergency Shelter Crisis for the purposes of eligibility for future funding for housing and services for those unable to find shelter within the City.”
