PUBLIC COMMENT

 

Three (3) Minute speaking time limit

Public Comment cards are on the counter in the lobby.

Public comment shall conform to the protocol established by Resolution, the highlights of which are listed below:  Any person may request to address the governing body by submitting to the City Clerk a Speakers Request form asking to address the governing body and stating the topic to be addressed.  Speakers Request forms shall be available throughout the meeting.

 

Under the agenda item “Public Comment”, the presiding officer may recognize any person desiring to address the governing body concerning any subsequent item calendared for action or discussion at that meeting.   Public comment may also be given when an item is scheduled for consideration.  Comments on Consent Calendar items should be made during the Public Comment Period.  The Public Comment Period is limited to 30 minutes.  Each speaker shall be limited to three minutes unless, upon motion, such time is extended by the governing body.

 

Any person given permission to address the governing body shall advance to the rostrum and state his/her name and the subject matter he/she wishes to discuss.  No question shall be asked of governing body members or a member of the staff, except through the presiding officer.

PUBLIC HEARINGS

 

Following the staff report, the applicant/appellant will be allowed ten minutes in which to make a presentation.  The public hearing will then be opened.  Testimony by proponents shall be limited to three minutes per speaker and to a total of 15 minutes.  Testimony by opponents shall be limited to three minutes per speaker and to a total of 15 minutes.  The presiding officer may permit a five minute summation by a representative of proponents, followed by a five minute summation by a representative of opponents.  The public hearing will then be closed and no member of the public shall be allowed to speak further without consent of the presiding officer.  Any person desiring to speak to a Public Hearing item shall make his/her presence known to the Presiding officer.  Speaker cards are available in the lobby.  Speakers are entitled to submit written or other graphic evidence.  All such evidence presented shall be retained by the City Clerk as part of the Clerk’s record.

City Council review of Planning Commission’s recommendation to approve the following: Amend the Glendora General Plan (Community Plan 2025) Land Use Element; Zone Change and establishment of site specific development standards; Development Plan Review; and Tentative Tract Map (No. 74990) for the development of 31 detached two-story condominium units located at 1237 Bonnie Cove Avenue, Glendora, California (Applicant: Clearwater Communities; (Project No. PLN16-0058).

CITY RECOMMENDATION: Open and conduct the Public Hearing, accept evidence and testimony presented and, in the absence of substantial evidence to the contrary, consider the following actions:   1) Adoption of a California Environmental Quality Act (CEQA) Mitigated Negative Declaration relating to the attendant resolutions and ordinance; 2) Adoption of a resolution entitled, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GLENDORA, CALIFORNIA AMENDING THE GLENDORA GENERAL PLAN (COMMUNITY PLAN 2025) LAND USE ELEMENT TO CHANGE THE LAND USE DESIGNATION FROM LOW DENSITY RESIDENTIAL TO MEDIUM DENSITY RESIDENTIAL ON CERTAIN PROPERTY LOCATED AT 1237 BONNIE COVE AVENUE, GLENDORA, CALIFORNIA;”  3) Waive full reading, read by title only and introduce for first reading an ordinance entitled, “AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GLENDORA, CALIFORNIA CHANGING THE ZONING DESIGNATION FROM E-6 SINGLE-FAMILY ESTATE TO PLANNED DEVELOPMENT AND ESTABLISHING DEVELOPMENT STANDARDS AND PERMITTED USES ON CERTAIN PROPERTY LOCATED AT  1237 BONNIE COVE AVENUE, GLENDORA, CALIFORNIA” and direct the preparation of a summary ordnance for publication pursuant to Government Code §36933; and 4) Adoption of a resolution entitled, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GLENDORA, CALIFORNIA APPROVING A TENTATIVE TRACT MAP AND DEVELOPMENT PLAN REVIEW FOR CONSTRUCTION OF A 31-UNIT RESIDENTIAL DETACHED CONDOMINIUM PROJECT ON CERTAIN PROPERTY LOCATED AT  1237 BONNIE COVE AVENUE, GLENDORA, CALIFORNIA”.

City Council, Successor Agency for the former Community Redevelopment Agency, and Housing Authority Minutes.

 

CITY/AGENCY/AUTHORITY RECOMMENDATION: Affirm the following minutes: a) September 10, 2019 Special Meeting minutes, b) September 10, 2019 Regular Joint Meeting minutes, c) September 11, 2019 Special Meeting minutes, d) October 22, 2019 Regular Joint Meeting minutes, and e) December 17, 2019 Special Meeting minutes.

 

3.

Warrants and Demands Issued on December 6, 2019, December 13, 2019, December 20, 2019, December 27, 2019 and January 03, 2020.

 

CITY/AGENCY RECOMMENDATION: Affirm the following Warrants and Demands as presented: a) General Warrant Register dated 12/06/2019 in the amount of $721,911.84, b) Payroll EFT - P/E 12/01/2019 in amount of $568,339.05, c) General Warrant Register dated 12/13/2019 in the amount of $484,459.57, d) General Warrant Register dated 12/20/2019 in the amount of $634,563.49 e) Payroll EFT - P/E 12/15/19 in amount of $548,021.93, f) General Warrant Register dated 12/27/2019 in the amount of $761,373.44, g) General Warrant Register dated 1/03/2020 in the amount of $941,486.14, and h) Payroll EFT - P/E 12/29/19 in amount of $524,167.91.

 

4.

Consider entering into a Memorandum of Understanding with the cities of Azusa, Covina, Duarte and West Covina for joint application that was submitted for Measure H Funding Grant and agreement with Union Station for Five-Cities Homelessness Plans Implementation Grant Project.

 

CITY RECOMMENDATION: Authorize the City Manager to negotiate and execute a Memorandum of Understanding (MOU) with the member cities of the East San Gabriel Valley Cohort (Cities of Glendora, West Covina, Azusa, Duarte and Covina) for Measure H Funding Grant. 

 

5.

Consider entering into an Agreement for Professional Services with Union Station Homeless Services for the cities of Glendora, La Verne and San Dimas for Measure H Funding Grant.

 

CITY RECOMMENDATION: Authorize the City Manager to negotiate and execute the Agreement for Professional Services with Union Station Homeless Services for the cities of Glendora, La Verne and San Dimas for the Measure H Funding through the County of Los Angeles Home for Good Grant.

 

6.

Approve Requested Extension and Restated Pay N Play Lease Agreement with IHI Enterprises, LLC.

 

CITY RECOMMENDATION: Approve the requested Extension and Restated Pay N Play Lease Agreement with IHI Enterprises, LLC with a term of 2019 – 2029 which is the first of two allowable consecutive ten-year extensions.

 

7.

Amendment to Contract Services Agreement with Romo Planning Group (RPG) for Urban Planning Staff Services.

 

CITY RECOMMENDATION: 1) Approve an amendment to the Contract Services Agreement with Romo Planning Group (RPG) for Urban Planning Staff Services, and 2) Authorize the City Manager to execute the amendment following approval as to form by the City Attorney.

City of Glendora and Glendora Successor Agency Investment Report for November 2019.

 

CITY/AGENCY RECOMMENDATION: Receive and File.

 

9.

Second Reading and Adoption of an Ordinance Amending the Glendora Municipal Code to Permit and Regulate Sidewalk Vendors Pursuant to SB 946 (Lara).

 

CITY RECOMMENDATION: Waive full reading, read by title only and adopt on second reading Ordinance 2046 entitled, “AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GLENDORA, CALIFORNIA, AMENDING TITLE 1, CHAPTER 1.18 (ADMINISTRATIVE CITATION), TITLE 5, CHAPTER 5.08.200 (LICENSE TAXES), TITLE 10, CHAPTER 10.76 (STREET VENDING) AND ADDING TITLE 10, CHAPTER 10.77 (SIDEWALK VENDING) TO ESTABLISH A REGULATORY PROGRAM APPLICABLE TO SIDEWALK VENDORS.”

Second Reading and Adoption of Ordinance 2045 Amending Glendora Municipal Code Section 5.34 Alarm Systems.

 

CITY RECOMMENDATION: City Council waive full reading, read by title only and adopt on second reading of Ordinance 2045 entitled, "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GLENDORA AMENDING THE CITY OF GLENDORA MUNICIPAL CODE SECTION 5.34 ALARM SYSTEMS."

 

11.

Approve Annual Maintenance Contract for Advanced Metering Infrastructure AMI Meter System.

 

CITY RECOMMENDATION: 1) Approve the AMI Meter System Annual Maintenance Agreement with Thirkettle Corporation (dba Aqua Metric Sales Company), for an amount not to exceed $85,000 for the first year and adjusted in subsequent years; 2) Authorize the Mayor to execute the Agreement; and 3) Authorize the City Manager to execute subsequent extensions following approval as to form by the City Attorney.

Consideration of an Urgency Ordinance and Regular Ordinance of the City Council of the City of Glendora to Update the Water Ordinance and Utility Billing Services Policy to Comply with SB 998 effective February 1, 2020 and adopt a Resolution approving the Utility Billing Services Policy.

CITY RECOMMENDATION: Waive full reading, read by title only and adopt an Urgency Ordinance pursuant to Sections 36934 and 36937 of the California Government Code, entitled, “AN URGENCY ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GLENDORA, CALIFORNIA, AMENDING SECTIONS 14.12.030, 14.12.050, 14.20.020, 14.20.030, AND 14.20.180 OF THE GLENDORA MUNICIPAL CODE,” adopt a Resolution approving the Utility Billing Services Policy and waive full reading, read by title only and introduce (first reading) an Ordinance, entitled, “AN  ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GLENDORA, CALIFORNIA, AMENDING SECTIONS 14.12.030, 14.12.050, 14.20.020, 14.20.030, AND 14.20.180  OF THE GLENDORA MUNICIPAL CODE.”
