PUBLIC COMMENT

 

Three (3) Minute speaking time limit

Public Comment cards are on the counter in the lobby.

Public comment shall conform to the protocol established by Resolution, the highlights of which are listed below:  Any person may request to address the governing body by submitting to the City Clerk a Speakers Request form asking to address the governing body and stating the topic to be addressed.  Speakers Request forms shall be available throughout the meeting.

 

Under the agenda item “Public Comment”, the presiding officer may recognize any person desiring to address the governing body concerning any subsequent item calendared for action or discussion at that meeting.   Public comment may also be given when an item is scheduled for consideration.  Comments on Consent Calendar items should be made during the Public Comment Period.  The Public Comment Period is limited to 30 minutes.  Each speaker shall be limited to three minutes unless, upon motion, such time is extended by the governing body.

 

Any person given permission to address the governing body shall advance to the rostrum and state his/her name and the subject matter he/she wishes to discuss.  No question shall be asked of governing body members or a member of the staff, except through the presiding officer.

 

REPORTS AND STATEMENTS

 

REORDERING OF AND ADDITIONS TO THE AGENDA

 

PUBLIC HEARINGS - NONE

 

Following the staff report, the applicant/appellant will be allowed ten minutes in which to make a presentation.  The public hearing will then be opened.  Testimony by proponents shall be limited to three minutes per speaker and to a total of 15 minutes.  Testimony by opponents shall be limited to three minutes per speaker and to a total of 15 minutes.  The presiding officer may permit a five minute summation by a representative of proponents, followed by a five minute summation by a representative of opponents.  The public hearing will then be closed and no member of the public shall be allowed to speak further without consent of the presiding officer.  Any person desiring to speak to a Public Hearing item shall make his/her presence known to the Presiding officer.  Speaker cards are available in the lobby.  Speakers are entitled to submit written or other graphic evidence.  All such evidence presented shall be retained by the City Clerk as part of the Clerk’s record.

 

PLEASE NOTE:  If you challenge any of the proposed action(s) in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the City Council at, or prior to, the public hearing.

Items on the Consent Calendar will be enacted by one motion without individual discussion.  There will be no separate discussion of these items unless a member of the governing body requests specific item(s) be removed from the Consent Calendar for separate action.  Items removed from the Consent Calendar will be considered after the regular items.  Anyone wishing to address a Consent Calendar item should do so during the Public Comment Period.

CITY/AGENCY RECOMMENDATION: Affirm the following minutes: a) June 25, 2019 Special Meeting Minutes, b) June 25, 2019 Regular Joint Meeting minutes, c) July 9, 2019 Regular Joint Meeting Minutes, d) September 24, 2019 Regular Joint Meeting Minutes, e) October 10, 2019 Special Meeting Minutes, f) November 12, 2019 Special Meeting Minutes, g) November 12, 2019 Regular Joint Meeting Minutes.

 

2.

Warrants and Demands Issued on January 10, 2020 and January 17, 2020.

 

CITY/AGENCY RECOMMENDATION: Affirm the following Warrants and Demands were received and filed as presented: a) General Warrant Register dated 01/10/20 in the amount of $322,311.02, b) General Warrant Register dated 01/17/20 in the amount of $598,567.96, and c) Payroll EFT - P/E 01/12/20 in amount of $540,765.21.

City of Glendora and Glendora Successor Agency Investment Report for December 2019.

 

CITY/AGENCY RECOMMENDATION: Receive and file.

 

4.

Glendora Housing Authority Annual Report for Fiscal Year 2018-2019.

 

CITY RECOMMENDATION: 1) Receive and file the annual report; and 2) Direct staff to forward report to the California Department of Housing and Community Development.

 

5.

Award of Contract for Consultant Services to Assist with Grant Preparation for First/Last Mile Improvements to the Glendora Gold Line Station.

 

CITY RECOMMENDATION: 1) Award contract for consultant services to the Arroyo Group in the amount of $55,290 for preparation of grant materials for first/last mile improvements to the Glendora Gold Line Station, 2) Authorize the Administrative Services Director to make the necessary budget adjustments to appropriate $55,290 from Fund 321, Goldline Project, and 3) Authorize the City Manager to execute the Contract Services Agreement.

 

6.

Approve Amendment No. 2 to City Manager Employee Agreement with Adam Raymond.

 

CITY RECOMMENDATION: 1) Approve Amendment No. 2 to “City Manager Employment Agreement between City of Glendora and Adam Raymond” approved on August 14, 2018, and 2) Authorize the Mayor to execute amendment.

 

7.

Second Reading and Adoption of Ordinance 2049 of the City Council of the City of Glendora to Update the Water Ordinance and Utility Billing Services Policy to Comply with SB 998 effective February 1, 2020.

 

CITY RECOMMENDATION: Waive full reading, read by title only and adopt on second reading Ordinance 2049, entitled, “AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GLENDORA, CALIFORNIA, AMENDING SECTIONS 14.12.030, 14.12.050, 14.20.020, 14.20.030, AND 14.20.180 OF THE GLENDORA MUNICIPAL CODE.”

NEW BUSINESS

 

8.

Authorize the purchases of Microsoft G-5 and Palo Alto Firewall.

 

City Clerk to report.

 

CITY RECOMMENDATION: 1) Authorize the Purchase of the Microsoft G5 Suite and the Palo Alto Firewall services based on the attached proposals, and 2) Authorize City Manager to execute amendment to 2019 Microsoft Agreement for G5.

 

9.

Successor Agency consider a Purchase and Sale Agreement and Resolution authorizing the sale of real property from the Successor to the Glendora Community Redevelopment Agency to Emanate Health (APNs: 8654-016-900 & 8654-016-901).

AGENCY RECOMMENDATION: Adopt a Successor Agency Resolution entitled, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GLENDORA AS SUCCESSOR AGENCY TO THE FORMER GLENDORA COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF GLENDORA, CALIFORNIA, AUTHORIZING THE EXECUTION AND DELIVERY OF A PURCHASE AND SALE AGREEMENT OF CERTAIN PROPERTY KNOWN AS SITE NO. 7 OF THE LONG RANGE PROPERTY MANAGEMENT PLAN TO EMANATE HEALTH AND MAKING CERTAIN FINDINGS IN CONNECTION THEREWITH; LOCATION: 2244 E. ROUTE 66 (APNS: 8654-016-900 AND 8654-016-901).”

 

10.

Approve conversion of streetlights from existing high-pressure sodium vapor (HPSV) to light emitting diode (LED) technology.

 

Public Works to report.

 

CITY RECOMMENDATION: 1) Approve an agreement with Southern California Edison (Edison) for Schedule LS-1 Option E, Energy Efficiency-Light Emitting Diode (LED) Fixture Replacement Rate, to replace all Edison owned city street lights with LED fixtures; 2) Authorize the City Manager to execute the Agreement; and 3) Determine if the City should send a letter to California State Senator Anthony J. Portantino (25th District) requesting an appropriation in the State of California’s budget to cover the cost of retrofitting the City’s historic street lights in the amount of $2.5 million.
