PUBLIC COMMENT

 

Three (3) Minute speaking time limit

Public Comment cards are on the counter in the lobby.

Public comment shall conform to the protocol established by Resolution 07-17, the highlights of which are listed below:  Any person may request to address the governing body by submitting a Speakers Request form asking to address the governing body and stating the topic to be addressed.  Speakers Request forms shall be available throughout the meeting.

 

Under the agenda item “Public Comment”, the presiding officer may recognize any person desiring to address the governing body on any item on the agenda or any non-agenda matters within the subject matter jurisdiction of the City Council.  Speakers are limited to three (3) minutes, speaking once, on both on- and off-agenda items unless, upon motion, such time is extended by the City Council. 

 

 The Public Comment Period shall be limited to 30 minutes total, unless, upon motion, such Public Comment Period is extended by the City Council.  Any person given permission to address the governing body shall advance to the rostrum (podium) and state his/her name and the subject matter he/she wishes to discuss.  No question shall be asked of governing body members or a member of the staff, except through the presiding officer.

 

REPORTS AND STATEMENTS

 

REORDERING OF AND ADDITIONS TO THE AGENDA

 

PUBLIC HEARINGS

 

Public hearings shall conform to the protocol established by Resolution 07-17.  Following presentation of the staff report, the applicant/appellant will be allowed ten (10) minutes in which to make a presentation.  Testimony by proponents or those wishing to speak in support of the item shall be limited to three (3) minutes per speaker, speaking once, and to a total of fifteen (15) minutes.  Testimony by opponents or those wishing to speak in opposition of the item shall be limited to three (3) minutes per speaker, speaking once, and to a total of fifteen (15) minutes.  The Presiding Officer may permit a five (5) minute rebuttal/summation by a representative of applicant/appellant.  The public hearing will then be closed, and no member of the public shall be allowed to speak further unless, upon motion, the public hearing is reopened by the City Council.  Any person desiring to provide testimony during a Public Hearing item shall make his/her presence known to the Presiding officer.  Speaker cards are available in the lobby.  Speakers are entitled to submit written or other graphic evidence.  All such evidence presented shall be retained by the City Clerk as part of the Clerk’s record.

 

PLEASE NOTE:  If you challenge any of the proposed action(s) in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the City Council at, or prior to, the public hearing.

 

1.

City Council review of Planning Commission’s recommendation to adopt an ordinance amending the Glendora Municipal Code regarding two-story construction in single-family zones (Project No. PLN19-0036).

 

CITY RECOMMENDATION: Open the Public Hearing, accept the evidence and testimony presented, and in the absence of substantial testimony to the contrary, consider the following: 1) Adoption of a Categorical Exemption; and 2) Waive full reading, read by title only and introduce for first reading an Ordinance entitled, “AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GLENDORA, CALIFORNIA, AMENDING TWO SECTIONS OF THE GLENDORA MUNICIPAL CODE; TITLE 21, SECTION 21.02.040B AND SECTION 21.A.E TABLE E IN ORDER TO CHANGE THE PROCESSING OF RESIDENTIAL SECOND-STORY CONSTRUCTION PROPOSAL REVIEWS”.

A Public Hearing to consider a Resolution updating the City's Master Fee Schedule as it relates to Senate Bill 998 and delinquent turn off/on reconnect fees.

 

CITY RECOMMENDATION: Open the Public Hearing, invite public testimony, close the public hearing and, in the sound discretion of the City Council, take the following action(s):1) Adopt a Resolution entitled, “RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GLENDORA, CALIFORNIA, AMENDING THE CITY OF GLENDORA’S MASTER FEE SCHEDULE RELATING TO THE DELINQUENT TURN OFF/ON RECONNECT FEE.”

 


 

CONSENT CALENDAR

 

Items on the Consent Calendar will be enacted by one motion without individual discussion.  There will be no separate discussion of these items unless a member of the governing body requests specific item(s) be removed from the Consent Calendar for separate action.  Items removed from the Consent Calendar will be considered after the regular items.  Anyone wishing to address a Consent Calendar item should do so during the Public Comment Period.

 

3.

Warrants and Demands Issued on February 7, 2020 and February 14, 2020.

 

CITY/AGENCY RECOMMENDATION: Affirm the following Warrants and Demands: a) General Warrant Register dated 2/7/2020 in the amount of $162,613.50, b) General Warrant Register dated 2/14/2020 in the amount of $1,253,824.91, and c) Payroll EFT - P/E 2/9/20 in amount of $531,188.88.

 

4.

City of Glendora and Glendora Successor Agency Investment Report for January 2020.

 

CITY/AGENCY RECOMMENDATION: Receive and file the report.

 

5.

Extend a Lease of City-Owned Property for Cellular Telecommunications Facilities at 600 E Gladstone Street.

 

CITY RECOMMENDATION: 1) Adopt a Categorical Exemption pursuant to Section 15301 of the California Environmental Quality Act (CEQA); and 2) Authorize the Mayor to execute documents to extend the lease of City-owned property at 600 E Gladstone Street to New Cingular Wireless PCS, LLC.

 

6.

Award Contract Services Agreement with Ocean Blue Environmental Services for Homeless Encampment Abatement Services for a 3-Year Period for an Amount Not to Exceed $75,000

 

CITY RECOMMENDATION: 1) Award a Contract Services Agreement with Ocean Blue Environmental Services, Inc. in the amount of up to $75,000 per year with an option to renew for three (3) additional one (1) -year terms. 2) Authorize the Mayor to execute the agreement 3) Authorize the City Manager to execute annual renewals.

 

7.

An Amendment to the Contract Services Agreement with CSG Consultants for Building Plan Review and Inspections Services

 

CITY RECOMMENDATION: 1) Approve Amendment No. 2 to the Contract Services Agreement with CSG Consultants, for Building Inspection and Plan Review Services,  and 2) Authorize the City Manager to execute Amendment No. 2 following approval as to form by the City Attorney and availability of funds by the Administrative Services Director.

 

8.

Award of Contract for Zara Street Water Improvement Project - Plan No. 1275

 

CITY RECOMMENDATION: 1) Adopt a Categorical Exemption from the California Environmental Quality Act pursuant to Section 15302 of the California Code of Regulations; 2) Award a contract for Zara Street and Sellers Street Water Improvement Project - Plan No. 1275. to Stephen Doreck Equipment Rentals, Inc. of Pico Rivera, CA in the amount of $442,903; 3) Authorize the Public Works Director/City Engineer to execute any necessary change orders in an amount not to exceed 10% of the original contract amount; and 4) Authorize the Mayor to execute Agreement.

 


 

9.

Consideration of a Resolution Appointing Voting Director and Alternates to Serve as the City's Representative on the Governing Board of the Independent Cities Risk Management Authority (ICRMA).

 

CITY RECOMMENDATION: Adopt a City Council Resolution entitled, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GLENDORA, CALIFORNIA, APPOINTING A VOTING DIRECTOR AND ALTERNATES TO SERVE AS THE CITY'S REPRESENTATIVES ON THE GOVERNING BOARD OF THE INDEPENDENT CITIES RISK MANAGEMENT AUTHORITY (ICRMA)."

 

10.

Authorize purchase of Trakit Permit Software System Upgrade.

 

CITY RECOMMENDATION: 1) Authorize purchase of Trakit software system upgrade, including hardware for field staff, and 2) Authorize the Administrative Services Director to make the necessary budget adjustments to appropriate $176,260 from the File Maintenance Fee Fund.

NEW BUSINESS

 

11.

Introduce for first reading an Ordinance adding a new chapter 9.66 to the Glendora Municipal Code Regulating Stolen or Abandoned Carts.

 

CITY RECOMMENDATION: 1) Introduce for first reading an Ordinance entitled, "An ordinance of  the City Council of the City of Glendora, California, add a new chapter 9.66 to the Glendora Municipal Code regulating stolen or abandoned shopping carts and other carts, establishing an abatement and enforcement program related thereto, and establishing." 2)  Waive full reading, read by title only and schedule second reading of Ordinance. 3)  Direct the City Attorney to prepare a summary of ordinance for publication pursuant to Govt. Code 36933 and Resolution CC 2018-40.

Mid-Year Budget Review and Resolution amending the FY 2019-20 Budget.

 

CITY RECOMMENDATION: Adopt a City Council Resolution entitled, “RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GLENDORA, CALIFORNIA, AMENDING ITS 2019-20 FISCAL BUDGET PER THE MID-YEAR REVIEW RECOMMENDATIONS.”
